Engineering Geologist

Mr. Fuller, LEG, P.Geo., QP is an Engineering Geologist and Founding Principal of Tierra Group International, Ltd. Matt’s professional experience spans more than 35 years applying geological, geotechnical, geo-environmental and geological hazards, design and consulting services to tailings dam design, construction, and operations management. Matt is Tierra Group's Chief Tailings Steward specializing in designing, constructing, operating, decommissioning, closing, and reclaiming more than 50 different tailings storage facilities (TSFs) worldwide. Matt serves on Independent Tailings Review Boards (per the Canadian Ministry of Energy and Mines) and performs due diligence, forensic studies, and expert peer reviews for mining companies, private equity firms, financial institutions, and insurance companies. Matt is also a Qualified Person as defined in NI 43-101 (Canada), SK-1300 (USA) and JORC (Australia). Mr. Fuller is versed in the Equator Principles (IFC) and the Global Industry Standard on Tailings Management (GISTM) and has collaborated with international regulatory agencies to ensure environmental social governance (ESG) sustainability throughout their organizations.

Mr. Kowalewski is a Principal Engineer with over 30 years of water resources and geotechnical engineering experience in the mining industry. He is a registered Professional Engineer (Civil) in 12 states and is recognized as a Qualified Person (QP) under NI 43-101. He has broad experience in the design, construction, operation, and closure of tailings storage facilities (TSFs), heap leach facilities (HLFs), and water management facilities throughout the western U.S. and the world. He serves as the Engineer of Record (EoR) for multiple water dams and TSFs and has completed third-party and due diligence reviews of TSFs, HLFs, and associated water management facilities.
